With Nitish Kumar expected to move to the Rajya Sabha, paving the way for Bihar to potentially get its first Chief Minister from the Bharatiya Janata Party, party leaders in neighbouring Uttar Pradesh are viewing the development with optimism. They believe the political shift in Bihar could have a positive impact on the BJP’s prospects in Uttar Pradesh, where Assembly elections are scheduled next year.

According to BJP leaders in Uttar Pradesh, appointing a BJP Chief Minister in Bihar could help the party strengthen its support among Other Backward Classes (OBCs) while also boosting its influence in Eastern Uttar Pradesh, a region that shares strong social and political ties with Bihar.

Party leaders suggest that the choice of the next Bihar Chief Minister may play an important role in shaping caste dynamics in Uttar Pradesh. Currently, the state is led by Yogi Adityanath, who belongs to the upper-caste Thakur community. BJP leaders believe that appointing an OBC leader as Bihar’s Chief Minister could help balance the party’s social representation and strengthen its broader voter base.

In Uttar Pradesh, several communities such as Kushwahas, Mauryas, Sainis and Shakyas fall within the broader OBC category and hold influence in different regions of the state. Sainis are prominent in western UP, while Kushwahas and Mauryas have strong support in central and eastern UP. Shakyas are influential in areas like Bundelkhand and the Braj region.

However, BJP leaders acknowledge that the party faces certain challenges ahead of the next Assembly elections in Uttar Pradesh. Having been in power since 2017, the party may encounter anti-incumbency sentiments after nearly a decade in government. Additionally, the Samajwadi Party–Congress alliance dealt a setback to the BJP during the 2024 Lok Sabha elections, and there have also been concerns about dissatisfaction among some Brahmin voters.

Speculation is growing within political circles that Nitish Kumar could be replaced by a leader from the Kurmi, Kushwaha, or Extremely Backward Classes (EBC) communities. One of the names being discussed is Samrat Choudhary, a prominent Kushwaha leader who could potentially take over as Chief Minister.

Importance of Eastern Uttar Pradesh

Eastern Uttar Pradesh is considered particularly sensitive to political developments in Bihar due to strong geographical and social connections between the two states. Districts such as Maharajganj, Kushinagar, Deoria, Ballia, Ghazipur, Chandauli and Sonbhadra together account for 41 Assembly seats in the region.

In the 2022 Uttar Pradesh Assembly elections, the BJP and its ally, the Nishad Party, won 27 of these seats, while the Samajwadi Party and its ally, the Suheldev Bharatiya Samaj Party, secured 12 seats. The Indian National Congress and the Bahujan Samaj Party won one seat each.

However, the BJP experienced setbacks in the region during the 2024 Lok Sabha elections, where the Samajwadi Party won five seats — Ballia, Ghazipur, Chandauli, Robertsganj and Salempur — while the BJP retained only three seats: Kushinagar, Maharajganj and Deoria.

Party leaders believe that stronger political coordination between Bihar and Eastern Uttar Pradesh could help the BJP regain support among both OBC and upper-caste voters in these districts.

Cross-Border Connections Between Bihar and UP

Frequent movement of people between Bihar and Eastern Uttar Pradesh also strengthens the political connection between the two states. Cities like Gorakhpur and Varanasi serve as major healthcare and economic centres for many residents of Bihar, and family as well as business ties ensure constant interaction across the border.

Possible Impact on West Bengal

Some BJP leaders also believe that installing a BJP Chief Minister in Bihar could have a limited ripple effect in West Bengal, where Assembly elections are also approaching. Border districts such as Darjeeling, Uttar Dinajpur and Malda, which together account for 26 Assembly seats, share close links with Bihar.

In the 2021 West Bengal Assembly elections, the ruling Trinamool Congress won 15 of these seats, while the BJP secured 11. BJP leaders say migrant communities from Bihar living in these districts and Hindi-speaking urban areas could be influenced by political developments in Bihar, although they admit the impact would likely be smaller compared to Uttar Pradesh.

Overall, BJP leaders see the potential leadership change in Bihar as an opportunity to recalibrate caste equations, strengthen regional alliances, and rebuild support ahead of key elections in neighbouring states.
